File a law suit through small claims court/Justice of the Peace (upper limit is $5,000.00)

The police department is minimally involved in insurance matters.

A detective may be able to file a citation for Failure to Maintain Financial Responsibility.

They can only do this if you can prove that someone gave you false information.

In order for this to happen, an officer must have responded to the scene and seen the "proof of insurance" the suspect driver offered.

The detective would then be able to file the previously mentioned citation, if you provide them with written proof from the insurance company that the suspect driver's insurance has either expired or is otherwise nonexistent.
